  • Overview

    Provide acquisition package reviewer to support with the review and validation of customer acquisition packages submitted for contract action.  Shall possess the knowledge and skills commensurate with the position necessary to analyze an acquisition package and, based on the anticipated acquisition strategy, identify missing/incomplete documents, work closely and professionally with customers, and communicate issues with procurement staff, Contracting Officers, and other necessary personnel.

    Responsibilities

    • Acquisition package reviewers will work directly with requiring offices to help receive new requests for acquisition support and to expeditiously review customer acquisition packages for completeness, clarity, soundness, and accuracy.
    • Documents to be reviewed as part of an acquisition package may include, but are not limited to:   interagency agreements, performance work statements, independent Government cost estimates, acquisition plans, market research, proposal evaluation criteria, instructions to offerors, and justifications for limiting competition.
    • Acquisition packages validated by reviewer shall be complete and clear to permit the efficient processing of the acquisition by the procurement support staff.
    • Reviewers shall coordinate with Team Leaders to ensure new acquisitions are assigned to the correct procurement staff member. Reviewers shall communicate directly with procurement support personnel to ensure customers are aware of the transition of their acquisition from the reviewer to the procurement staff member, and that agreed upon customer needs and expectations are met.
    • Acquisition package reviewers shall also perform peer reviews on files and documentation prepared by procurement support personnel for quality assurance / quality control when
    • Actions to be reviewed include, but are not limited to: solicitations, contract/order awards, post-award files, and other procurement

    Qualifications

    • Education:
      • Bachelor’s degree preferred
    • Required Knowledge/Experience:
      • Equivalent experience to that of a GS-13/14, with 5 years as an 1102 (or equivalency, working as a contractor performing 1102 type functions)
      • Demonstrated experience performing market research and related acquisition planning such as cost estimating and project planning, necessary in developing requirements into a coherent acquisition package.
      • Demonstrated experience performing contract file reviews or audits.
      • Working knowledge and use of FAR required, with knowledge and use of DFARS and other agency FAR supplements a plus.
      • Bachelor’s Degree in related field preferred
      • FAC-C/DAWIA certification as well as PMI Project Management Professional (PMP) certification preferred
      • Shall be proficient in the use of the Microsoft suite of applications including Word, Excel, PowerPoint, Outlook, and Project as well as with Adobe Acrobat. 
      • Demonstrated experience using FAR 15, FAR 12/13, FAR 8.4, and FAR 16.5 procedures, and SBA procedures for 8(a) direct awards.
      • Working knowledge of PRISM a plus.

    Other Responsibilities
